Esse, a differenza delle elezioni legislative e presidenziali, si svolgono col [[sistema elettorale]] [[Sistema proporzionale|proporzionale]] di lista secondo la regola della media più forte ([[metodo D'Hondt]]) senza [[voto disgiunto]] né [[voto di preferenza]] e con uno [[Soglia di sbarramento|sbarramento]] al 5% dei suffraggi espressi; i seggi sono attribuiti ai candidati secondo l'ordine di presentazione su ogni [[lista elettorale]]; il territorio francese, che era diviso in [[Circoscrizioni elettorali del Parlamento europeo|8 grandi circoscrizioni elettorali]] (2004-2019), è nuovamente un'unica grande circoscrizione elettorale.
