Not dated, but would have to be circa 1902 (creation of Buster Brown who is pictured in the brochure) and 1928 (death of Outcault).

There are no copyright marks on the brochure as can be seen in the link above and in this PDF of the entire brochure from the University of Iowa.
While it is possible that this material was produced prior to 1923, I have opted to license it as being produced pre 1978 with no copyright marks, as no one is certain of the actual date the brochure was printed.
