Per prevenire tale povertà possono essere efficaci freni "preventivi" (ovvero freni che agiscono ex ante prevenendo l'abnorme sviluppo demografico) che pongano impedimenti morali alla riproduzione (come il posticipo dell'età matrimoniale e la castità prematrimoniale) <ref>Ad esempio a pag. 20 dell'edizione del 1798 ([http://www.esp.org/books/malthus/population/malthus.pdf]): "The preventive check appears to operate in some degree through all the ranks of society in England. Malthus considerava dannosa la politica assistenziale dell'Inghilterra nei confronti dei poveri: questa non faceva altro che aumentare lo sviluppo demografico, foriero di una dannosa sovrappopolazione.<ref>Ad esempio a pag. 24 dice "To remedy the frequent distresses of the common people, the poor laws of England have been instituted; but it is to be feared, that though they may have alleviated a little the intensity of individual misfortune, they have spread the general evil over a much larger surface."</ref>
